We are proud to introduce our remarkable team: Tim Cullen, Elaine Moretta, Shaun Murphy, Bridget Oberholzer, Jeroen Wats, and James Davis, in the Isle of Man and Sharda Bollers and Lavinia Gunn, in St Vincent and the Grenadines. Breeshey Harkin, a former trustee, remains a senior advisor. They have all worked incredibly hard to help realise the charity’s vision.
Several of the Isle of Man-based trustees attended King William’s as students (or the Buchan School, when it was a girls’ school that later merged with the boys’ school).
Sharda joined the board of the Small Countries Financial Management Centre following her participation in the first annual programme, where her contributions have been invaluable ever since and so was the ideal person to develop the ISEP concept with Tim.
Lavinia, with her diverse background encompassing SVG where she was born and lives today and the IOM where she attended the Buchan School, complements our team perfectly. Together, they make an extraordinary group, committed to advancing ISEP’s mission.

Trustee and Chair (co-founder)
Tim Cullen MBE
Tim had a 21-year career with the World Bank including being Chief Spokesman for most of the 1990s and has continued to work with developing countries since leaving the Bank in 1999. He served as a Commissioner on the Financial Supervision Commission of the Isle of Man from 2001 to 2015. In 2003, he founded the Oxford Programme on Negotiation at the Saïd Business School, University of Oxford, where he is an Associate Fellow. He was also until recently a Professor of Management Practice at the Guanghua School of Management, Peking University, China and a Visiting Professor at Stockholm Business School. He has an MA from Trinity College, University of Dublin.
Tim was the founder and first Executive Director for the Small Countries Financial Management Centre (SCFMC). For his pro bono work on the creation and management of the SCFMC, he was made a Member of the Order of the British Empire (MBE) in the 2014 Queen’s Birthday Honours.
Tim is Chair of the Trustees of the Isle of Man – St Vincent and the Grenadines Education Programme (ISEP), which he co-founded with Sharda Bollers in 2022. He is a council member of Bishop Barrow’s Foundation (King William’s College), and a former President of the International School of Paris.

Sharda Bollers – Trustee (co-founder)
Sharda played leading roles at institutional and national levels in St. Vincent and the Grenadines (SVG) to meet global standards and foster transformational change in the financial services industry. She was the inaugural director who established the country’s Financial Intelligence Unit, recognised as one of the leading FIUs in the Caribbean, and was involved in spearheading the integration of the various supervisory bodies under the Financial Services Authority, as its inaugural Executive Director. Sharda became SVG’s first Supervisor of Insolvency in 2016.
Sharda has represented SVG in myriad regional and international initiatives, including as Director of the ECCU’s Resolution Trust Corporation, and collaborating with the World Bank, IMF, FATF, CFATF, OECD and European Union COCG on matters of national interests.
Sharda launched her own legal and consultancy practice in 2019. She studied law at the University of the West Indies, Trinidad and Barbados, and King’s College, London. Through strong bonds created from her participation in the inaugural programme of the Small Countries Financial Management Centre (SCFMC) and her current role as a director of the SCFMC, Sharda welcomed the opportunity to co-found ISEP with Tim Cullen arising from mutual concern about the impact of natural disasters in 2021 on SVG’s youth and their education.

Lavinia Gunn, MBA - Trustee
Lavinia has diverse experience in the areas of education, business and human resources management in St Vincent and the Grenadines. She has been successfully involved in pioneering businesses and charitable projects. Currently, in addition to her role with ISEP, she is a Director on the steering committee of SVG World Pediatric Project.
She is also a member of Soroptimist International SVG serving as Communication Officer. Appointments in the past include Human Resources Manager at the Mustique Company 2003 – 2009 and Administration Director of the Mustique Charitable Trust 2009 – 2018.
Lavinia was born in SVG and, as a teenager, lived in the Isle of Man, attending the Buchan School, before earning a Certificate in Education from Homerton College, Cambridge (1968) and an Executive Master of Business Administration from the University of the West Indies (1995).
Lavinia developed a passion for creating increased opportunities for youth and young people in SVG and her involvement with ISEP has given her the opportunity to continue assisting Vincentian students from underserved communities, focusing on youth affected by La Soufriere volcanic eruptions in 2021 and the COVID-19 pandemic.

Jeroen Wats – Trustee
Jeroen Wats is an entrepreneur, designer, and ocean sailor with a lifelong passion for innovation and sustainability. He is the creator of DANU Composite Technology, a patented recyclable composite material that is transforming how industries think about performance, circularity, and environmental impact. His work spans multiple sectors, including wind energy, automotive, and marine, where he is redefining the role of advanced composites in a more sustainable future.
Jeroen is recognised not only for his innovations but also for his leadership. His approach is inclusive and inspiring, empowering teams to perform at their best while keeping focus on the bigger picture. He has built a reputation for turning complex challenges into simple, effective solutions and for combining vision with execution. As an offshore sailor, Jeroen has won major offshore and transatlantic races, learning firsthand the value of resilience, teamwork, and strategic thinking. These same principles underpin his entrepreneurial journey, where he continues to push boundaries and open new possibilities.
Now based on the Isle of Man, Jeroen balances his projects with a deep appreciation for nature. He spends much of his free time walking the island’s coastline and countryside with his dogs. His guiding belief: “The ones who say you can't are the reasons why you should.”

Elaine Moretta – Trustee
As well as being a trustee of ISEP Elaine was also joint guardian for Kayla Bobb and played a key volunteering role in the implementation of the August 2022 study tour in the Isle of Man. As well as being the lead organiser, she hosted two of the students for a weekend.
Early in her career, she had extensive experience as a legal secretary before moving to Coutts Bank, Isle of Man as Personnel Officer. Following a career break to bring up her children, she worked part-time for the Financial Supervision Commission before being appointed Programme Manager for the Small Countries Financial Management Centre (SCFMC) in 2013.
The SCFMC is a charity registered in the Isle of Man, which supports the growth and prosperity of small countries through capacity building in the government financial sector. It brings together officials from finance ministries, central banks, and regulatory bodies in small developing countries for an annual two-week executive education programme in the Isle of Man and Oxford.
Additionally, for many years, Elaine has been involved in fundraising activities for several Isle of Man charities, including Save the Children, and was instrumental in setting up the Isle of Man Fundraising Group for Blood Cancer UK, the blood cancer research charity.

Shaun Murphy – Trustee
Shaun Murphy grew up in Maughold, Isle of Man and after attending King William’s College and graduating from Newcastle University, he undertook a post-graduate course in Land Economy at Aberdeen University.
Working initially as a Property Investment Surveyor for Standard Life in Edinburgh and qualifying as a Chartered Surveyor, he subsequently spent 18 years employed by development agency Highlands & Islands Enterprise building and managing industrial and office property in the Highlands of Scotland. In 2008, Shaun returned to the Isle of Man to take up a position with Manx National Heritage as a Property Manager where he managed the heritage body’s portfolio of land, residential and commercial properties until his retirement in 2025.
Married with two adult children, Shaun runs a self-catering property, owner- manages a small let office building and is a Director of a local residents’ group. In his spare time, he enjoys sailing, fishing and walking his friendly Labrador, Freddie.

James Davis – Trustee
James is a proud Manxman and former pupil of St Ninian’s High School. With a career spanning more than three decades, he is recognised as one of the Isle of Man’s most experienced and respected journalists. He began his career with Isle of Man Newspapers before moving to Manx Radio, where he became a trusted voice in broadcast journalism over nearly 15 years with the national broadcaster. Since 2018, he has served as Head of Media at Isle of Man Advertising & PR, where he leads on strategic communications and media relations for a wide range of clients across the Island.
Outside of his professional work, he is a passionate supporter of the arts and has been actively involved in the Isle of Man’s music and theatre community for many years. He has performed in numerous local theatre productions, plays with the Isle of Man Symphony Orchestra and is a long-standing member of Manx Concert Brass.
He also lends his time and expertise to the charitable sector, supporting local causes as both a trustee and volunteer and is committed to making a meaningful contribution to Island life through creativity, communication and community engagement.

Bridget Oberholzer - Trustee and Company Secretary
Bridget hails from Durban, South Africa and obtained her LLB degree from the University of Stellenbosch in 2010. In 2012 Bridget was admitted as an Attorney of the High Court of South Africa. Later, while practicing as an attorney Bridget also obtained her Masters in Tax Law. In 2020 Bridget relocated to the Isle of Man with her husband and daughter to work in a family office in a company secretarial and advisory role from which she transitioned in 2024 to purely a company secretarial role, which she thoroughly enjoys. Bridget loves the outdoors and especially enjoys the beautiful glens and beaches of the Isle of Man.

Breeshey Harkin – Senior Advisor
Breeshey was born and raised in the Isle of Man and completed the International Baccalaureate at King William’s College (KWC). With an academic background in the biological sciences (MA from Cambridge University and MSc from University College London), Breeshey’s career has focused on the education sector, teaching at KWC and at secondary schools in the Isle of Man, England and Switzerland and is now working for the the Isle of Man Government.
Breeshey has competed at a high level in netball as well as coaching school and college teams in a range of sports, including as an RYA-qualified dinghy sailing instructor. She is a keen musician, holding advanced qualifications in singing, flute and piano, and is involved in various Manx choirs and instrumental groups. She also volunteers as a Marine Ranger with the Manx Wildlife Trust.
These experiences have facilitated a diverse and capable skillset, both personally and professionally, and inspired her to play a more active role in her community on both a local and global scale. She has seen first-hand the power of education to transform the lives of young people and is excited to support the goals and ambitions of the IOM-SVG Education Programme. Having been a founder trustee of ISEP, she stood down in 2025 as part of reducing her commitments in order to improve the balance between work life and parenting, but remains a valued advisor to the charity.
